Obituary of Frederick Eugene Allen

It is with great sadness that Frederick Eugene Allen departed this earth to join his parents, Willy and Geraldine Hembree Allen, and brother, Jim. He was born in Oxnard, CA on June 19, 1941, and left us on June 13, 2023.

Fred was a people person.  He never met a stranger so everyone became his friend.  He did not care about their level of education or station in life. The road that he followed put him in the position to always be of help to anyone he came into contact with.  He particularly enjoyed his role in guiding young students toward their goals that would serve them a lifetime.

He served 4 years in the  Air Force in various locations including Colorado, Florida, and California; he, also, served in Japan and Vietnam.  After his discharge, he was the proud owner of a bar. When he returned to Chico Fred earned his BS and Masters degrees in Public Administration at Chico State.  He was a huge advocate for community colleges and education. 

Fred was in law enforcement from 1967 to 1970, at the Butte County Sheriff's Department. Between 1970 and 1997, he was a part of Butte College. He was instrumental in the development of both the Fire and Police Academies, eventually becoming the Dean of those two departments, as well as the Athletics and Physical Education Departments, and all technical and vocational programs. Fred was employed at South Seattle Junior College in Washington, the Probation Department in Visalia, CA, and San Diego at Grossmont Community College. Fred also enjoyed serving at the 1984 Olympics in Los Angeles.

He is survived by: his previous wife Tomiko Kuragaki of Chico, and sons, Bill Allen ( wife Kayo) of Japan, and Bob Allen (wife Starla) of Chico; Shari Allen, whom he married in 1995; children Christopher Bailey (wife Alexis), Kaleena Bailey, and Brandon Allen (Jaclyn); and his eight grandchildren; Mina, Keary, Logan, Anayla, Kai, Jaxynne, Joshua, and Grayson; his sister-in-law, Jean Allen, nephew, Jeff Allen (wife Nancy), and niece, Jaymie Hallemeier (husband Paul), all of St Charles, Mo. Fred's oldest friends Stan and Patty Kephart of AZ, mourn his passing. Fred would not rest if we failed to mention his 'almost' daughter, Bella Guarino of Alameda.  

The service will be held at Brusie Funeral Home, Chico on July 29, 2023, at 11:00 A.M. Celebration of Life to follow at 1:00 P.M. at Chico DAV on Rio Lindo.  As per Fred’s wishes; his final resting place will be Miramar National Cemetery on July31, 2023. This was especially important to him as Brandon served most of his military career with that being his permanent duty station.
